Would the Republicans Have Circumvented a White President?

In the past few weeks, the Republicans in Congress have not only invited the Israeli Prime Minister to address a joint session of Congress without consulting with President Obama, but, in addition, a group of 47 Republican senators has just written an open letter to Iran's leaders warning them that any nuclear deal they sign with President Barack Obama's administration won't last after Obama leaves office.

I recently began to wonder if the GOP would have even considered committing either one of what many see as unprecedented breaches of protocol, had the sitting President been white, and not black.
