Promises, promised, promises: That's all East Liverpool and Columbiana County, Ohio, residents heard when a hazardous waste incinerator was being planned, built, and finally began burning toxic waste in the spring of 1997. None of these guarantees came true, though, and East Liverpool and southern Columbiana County remain as impoverished as ever. With the federal EPA alleging that this incineration concern, Heritage Thermal Services, violated clean-air emissions and other safety and environmental rules and regulations over the course of a few years, will things remain business as usual?
