The acceptance by the business sector in America of the fact that public investment must supplement private investment, in order for the economy not to stagnate, constitutes the essence of the "Keynesian Revolution." That public investment is not justified as maintaining the free enterprise economy à ‚¬" but rather as necessary to national defense, public transportation, health, welfare, etc. -- in no way alters its maintenance effects or the fact that such effects are understood and accepted by the business sector.
