The President continued for 1 year the national emergency with respect to Iran. Source In A message sent to the United States Congress, the President stated: "The actions and policies of the Government of Iran are contrary to the interests of the United States in the region and pose a continuing unusual and extraordinary threat to the national security, foreign policy, and economy of the United States. For these reasons, I have determined that it is necessary to continue the national emergency declared with respect to Iran and maintain in force comprehensive sanctions against Iran to respond to this threat." The President issued a Presidential Memorandum to United States Secretary of State Hillary Clinton delegating to her the functions conferred upon the President by section 204(c) of the United States-India Nuclear Cooperation Approval and Nonproliferation Enforcement Act (Public Law 110-369) pertaining to the United States-India Nuclear Cooperation Approval and Nonproliferation Enhancement Act. The President, mindful of the February 18, 2010 deliberate piloting of a small plane into an Austin, Texas, Internal Revenue Service (IRS) building sent a letter to National Treasury Employees Union (NETU) President Colleen Kelley in which he stated : "The events of recent weeks have again reminded us of the risks that federal civilian employees face in service to their nation. We are grateful to these employees for their dedication to enforcing laws and managing important programs that help all Americans. The Constitution's vision of 'a more perfect union' is only possible because of their tireless efforts. My Administration is fully committed to maximizing the safety of federal employees and preventing acts of violence against them." Source

Vice President Joe Biden met with former British Prime Minister and current Quartet on the Middle East representative Tony Blair, visited staff at the U.S. consulate in Jerusalem, and traveled to Ramallah where he met with Prime Minister Salam Fayyad and Palestinian President Mahmoud Abbas. Day412/March11th/Thursday: The President addressed the Export-Import Bank of the United States Annual Conference at the Omni Shoreham Hotel in Washington, D.C. The President set the goal of doubling United States exports over the next five years to keep America competitive and support the creation of two million U.S. jobs. Transcript Video

The President signed an Executive Order instructing the federal government to enhance and coordinate Federal efforts to promote exports, ordering the following measures to ensure high-level coordination of U.S. export promotion activities:

Creating the Export Promotion Cabinet: to ensure that export promotion is a top-level priority of all relevant cabinet agencies, and that export promotion activities are incorporated in a wide array of government programs, not just existing dedicated export promotion offices. Members of the Cabinet include the Secretaries of State, Treasury and Commerce, senior White House advisors, and the heads of key U.S. economic and trade agencies.

Relaunching the President's Export Council (PEC), again, chaired by Jim McNerney, CEO of the Boeing Corporation, and vive-chair Ursula Burns, CEO of the Xerox Corporation, to serve as the principal private sector advisory committee on international trade, advise the President of government policies and programs that affect U.S. trade performance; and promote export expansion; and provides a forum for discussing and resolving trade-related challenges among the business, industrial, agricultural, labor, and government sectors. PECToday, the President announced the relaunch of the PEC to be chaired by Jim McNerney, CEO of the Boeing Corporation, and Ursula Burns, CEO of the Xerox Corporation, who will serve as the vice-chair.
