However, it is the administration's strategy that is self-defeating. Over the past several years the Bush administration has rolled out a number of "new" strategies for Iraq: "As the Iraqis stand up, American forces will stand down," Operation Together Forward I & II, and now "return on success."
As Ambassador Barbara Bodine, who served as Deputy Principal Officer in Baghdad, put it, "there were probably 500 ways to get the reconstruction of Iraq wrong, but only three or four ways to get it right." What Bodine didn't realize, as she explains in the film No End in Sight, is that the Bush administration seems determined to try every one of the 500 wrong ways first.
