Do Russia and China have the motivation to build such devices on the Moon once they establish a military presence there? Yes, they do. They have every reason in the world: the attainment of world itself.
"The Soviet Union's KBOM design bureau, the developer of launch complexes for Soviet rocketry and led by Vladimir Barmin, pioneered the in-depth studies of lunar outposts. Even before the November 1967 decree came out, KBOM design bureau established Department 29 led by A. P. Chemodurov. This group had the responsibility of evaluating potential scientific, economic and MILITARY goals which could be achieved with the lunar base." [5]
One can only hope that the United States' military is working on advanced secret projects in space. Rumors have circulated for years amongst NASA contractors and employees of aerospace firms that the U.S. Air Force and U. S. Navy have such programs buried within their multi-billion dollar "black budgets."
