On December 11, 1948 The UN General Assembly passed Resolution 194 in regards to the situation in Palestine and requested the “Commission begin its functions at once” and called “upon the Governments and authorities concerned…to seek…a final settlement of all questions outstanding between them” and to resolve “that the refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return and for loss of or damage to property which, under principles of international law or in equity, should be made good by the Governments or authorities responsible [and that] repatriation, resettlement and economic and social rehabilitation of the refugees and the payment of compensation” be made. www.state.gov/p/nea/rls/22566.htm
