The President declared an emergency existed in the State of Kansas and ordered Federal aid to supplement State and local response efforts in the area struck by flooding beginning on June 1, 2011, and continuing, authorizing the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in the counties of Atchison, Doniphan, Leavenworth, and Wyandotte. Specifically, FEMA was authorized to identify, mobilize, and provide, at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Emergency protective measures, limited to direct Federal assistance, was made available at 75 percent Federal funding.

The President telephoned Governor Jack Dalrymple to express his concern for the citizens of North Dakota impacted by the historic flooding. The President commended the efforts of first responders, volunteers, and Governor Dalrymple on his state's management of the situation. He also pledged that the federal government would respond quickly to any requests for additional support as the state continues to assess damage and work toward recovery. Source
The President declared a major disaster existed in the State of Iowa and ordered Federal aid to supplement State and local recovery efforts in the area struck by flooding beginning on May 25, 2011, and continuing. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis in the counties of Fremont, Harrison, Mills, Monona, Pottawattamie, and Woodbury for debris removal and emergency protective measures, including direct Federal assistance. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source
