A credibly accused war criminal, deceiver of the American people, and a chief of torture, wherever George W. Bush travels, outside the United States, which has become a safe refuge and offers him a peaceful harbor, he can and may be indicted, detained, even prosecuted for the crimes of torture that he authorized, advocated for, and even boasted about on his book tours, as if breaking the law was permissible for him as long as he believed he had a good reason for doing so - over a hundred and fifty nations that are signatory to the Convention Against Torture can prepare indictments against him should he ever set foot on their soil.
Torture is further prohibited by the Universal Declaration of Human Rights, the paramount international human rights statement adopted unanimously by the United Nations General Assembly, including the United States, in 1948.
Torture and other cruel, inhuman or degrading treatment or punishment is also prohibited by international treaties ratified by the United States: the International Covenant on Civil and Political Rights (ICCPR) and the Convention Against Torture and Other Cruel Inhuman or Degrading Treatment or Punishment (CAT).
The United States is also signatory to the Convention Against Torture, but Congress [ Pelosi/Reid (110th, 111th), and Boehner/Reid (112th) ], the White House [ Obama/Biden ], and the Justice Department [ Holder ], have decided, instead of enforcing and upholding our laws, treaties and covenants, already on the books prohibiting and forbiding torture, under any circumstances, to provide a safe harbor and a place of refuge in the United States for the credibly accused International War Criminal George W. Bush.
