The last month of enforcement mostly ha rmed the most dispossessed or disempowered already, for example:
* R., serious psychiatric case - lost his individual shelter and his little possessions, now lives in the large tent - an unlawful homeless shelter, one of two built in the camp by the Tel Aviv Municipality .
* I., Russian immigrant, haunted by organized crime there and here - lost her shelter and all her possessions, now lives in a forest, far from TLV, full of fears of attack by the system.
* A., older homeless Israeli - lost his little dry shelter. Now he is in a tent, which may or may not be waterproof.
* A., middle aged alcoholic/drug addict/disabled - lost his shelter and most of his possessions.
* "State Persons" - Muslim Iraqi family planted in the front of the Occupy Tel Aviv camp - and security forces affiliates were generally exempt from enforcement.

* "State Persons" - Muslim Iraqi family planted in the front of the Occupy Tel Aviv camp - and security forces affiliates were generally exempt from enforcement.
The recent sequence of threats and vandalism created unique documentation of unlawful conduct through collusion of State and Municipal authorities. The scheme was apparently conceived in the Tel Aviv Municipality Legal Department, in the decision to issue flyers and falsely represent them as "Eviction Decrees" or "Demolition Decrees". Senior officers of the Tel Aviv Municipality approved such plan and continued to follow it through, regardless of protests of the lawlessness.
Israel Police Tel Aviv District Commander became central to this conduct as well: First - in obstructing police investigation of a criminal complaint on Fraud and Extortion against Tel Aviv Mayor Ron Hulday for the flyers as "Decrees" scheme, and second - in collusion with the Tel Aviv Municipality in enforcement of such non existent "Decrees".
At first, one must wonder, why State authorities needed to employ such deplorable legal fraud to achieve their purpose. However, the records show that fraud in legal and judicial records is a common mode of operation by the current government in the State of Israel. The Human Rights Alert (NGO) submission to the Human Rights Council of the United Nations was incorporated into the 2013 Periodic Review Report regarding Human Rights in Israel, with the note: "lack of integrity of the electronic records of the Supreme Court, the district courts and the detainees courts in Israel." Corruption of the courts and the justice system is central to the current socio-economic crisis in Israel.
The recent sequence of events also showed Israeli media being fed false news by the Tel Aviv Municipality, and publishing the false news unchecked. In such conduct media become part of the larger fraud in conduct of the Israel Police and the Tel Aviv Municipality in this case.
Immediately following the unlawful police rampage, on January 27, request for immediate protection and a complaint against Tel Aviv Police Commander Benzi Sau were filed with the Department of Police Investigations, State Prosecution, at the explicit request of Member of Knesset Zehava Galon. The complaint (excerpts follow below) originates in a sequence of events in the Occupy Tel Aviv camp, relative to the issuance, distribution, and enforcement of fake, non-existent "Eviction Decrees" or "Demolition Decrees". The complaint states that such conduct demonstrates wrongful intent by Commander Benzi Sau. The core of such conduct is deprivation of fundamental Human Rights of the powerless and penniless by those holding the power of State authorities, under the color of law.
The Department of Police Investigations fell under a heavy workload of late, with several cases of various forms of corruption against top Israel Police officers.
Copies of the request for immediate protection and complaint were also forwarded to the United Nations Human Rights Council and the Consul of the German Federal Republic.
The January 26 rampage of Israel Police and Tell-Aviv Municipality coincided with the court hearing of prosecution arguments on the trumped up charges of violence against police by Israeli Social Protest activist Daphni Leef a year and a half ago. When questioned regarding the possibility of false testimonies by police, the witness on the stand answered according to media:"God forbid that a policeman would lie on the stand", at which the public in the courtroom burst into laughing...

Following explicit request by Member of Knesset, the Honorable Zehava Galon, [1] I herein file with the Department of Police Investigations, Israel State Prosecution: A. Request for immediate Equal Protection under the Law, and B. Criminal complaint against Tel Aviv Police Commander Benzi Sau on Fraud, Obstruction of Investigation, Breach of Loyalty, Collusion with Tel-Aviv Municipality in serious Human Rights violations against the homeless, and undermining the Rule of Law. [2]
Instant communication is also copied to United Nations and German Federal Republic to inform them of serious Human Rights violations by State authorities in the State of Israel.
A. Request for immediate Equal Protection under the Law
Please accept instant letter as a request for immediate Equal Protection under the Law.
The Israel Police and the Municipality of Tel Aviv threaten to continue the demolition and eviction actions as false enforcement of "Decrees" that never existed, in the very next days.
Acknowledgment of receipt of instant request for protection within 24 hours is requested. Time is of the essence !
B. Criminal complaint against Tel Aviv Police Commander Benzi Sau on Fraud, Obstruction of Investigation, Breach of Loyalty, Collusion with Tel-Aviv Municipality in serious Human Rights violations against the homeless, and undermining the Rule of Law.
Instant complaint is based on three events:
- January 13, 2014 -- the issuance of a simulated police-legal record by Tel-Aviv Police Commander Benzi Sau, which purports to show that a duly conducted investigation of a criminal complaint against Tel-Aviv Mayor Ron Hulday and others had come to conclusion. The underlying complaint pertains to the issuance and distribution by the Tel Aviv Mayor of simulated "Demolition Decrees" or "Eviction Decrees"', and planting similar false news with media. Commander Sau's January 13, 2014 record should be deemed as Fraud in itself, and denial of Equal Protection under the Law. Moreover, in referring to the flyers again as "Decrees" in this record, Commander Sau propagated the fiction of the existence of lawful "Decrees" and the the color of law in the unlawful forceful enforcement actions that followed by Israel Police and Tel Aviv Municipality. [3]
- Circa January 24, 2014 -- night operation by the Israel Police in the Occupy Tel Aviv camp- for "Territory Surveillance". Policemen arrived late at night at the camp, passed from one tent to the other, called the dwellers by name, based on a map, prepared a couple of days earlier by Municipality personnel, instructed dwellers to come out, all as part of a "territory surveillance" operation. [4]
- January 26, 2014 -- collusion by the Israel Police and Tel Aviv Municipality in the demolition of homeless shelters in the Occupy Tel-Aviv camp, conducted as simulated enforcement of "Decrees", which never existed, under the color of law. [5]
Such sequence of events demonstrates wrongful intent in the conduct of Commander Benzi Sau. The core of such conduct is deprivation of fundamental Human Rights of the powerless and penniless by those holding the power of State authorities, under the color of law.
