The President consulted with U.S. Ambassador to Syria Robert Stephen Ford in the Oval Office, reiterating his strong condemnation of the Syrian regime's outrageous use of violence against its own people and reaffirming the support of the United States of the Syrian people's demands for universal rights and a democratic transition. The President signed into law S. 365, the "Budget Control Act of 2011," which provided for authority to increase the public debt limit by between $2.1 trillion and $2.4 trillion; established discretionary spending limits for FYs 2012-2021; required the U.S. House and U.S. Senate to each vote on passage of a balanced budget amendment to the U.S. Constitution; and established a congressional Joint Select Committee on Deficit Reduction.
