The Department of Defense is urging states to enact legislation that
allows military and overseas voters to return their completed ballots
by email over the Internet. Several states are now considering
legislation to allow some form of Internet voting or to authorize its
study.

Meanwhile, the National Institute of Standards and Technology (NIST),
the Government Accountability Office (GAO), and dozens of nationally
recognized computer science experts warn against casting ballots over
the Internet with its current architecture.

Proponents say, "I bank online, so voting online could surely be made
safe, too. We owe it to our troops to offer them this convenient
alternative."

Opponents say, "We owe it to our troops, as well as all other voters,
NOT to offer them a voting system that experts warn against."

Tonight Tom Geairn, an Internet security expert, brings a fresh
perspective to the topic. Informed about the theory and steeped in
practicality, he has been doing in-the-field development work in the
area of Internet security for military installations, public and
private corporations, and educational institutions.
 
Skip Parish adds a unique perspective having been involved in the
engineering and set-up of  communications lines leased by Opertion Bravo.

Guest Bios:

Tom Geairn is founder and president of the security and infrastructure
consulting firm, NewView Consulting LLC, headquartered outside of
Chicago in Northwest Indiana. He has been actively involved in the
development and application of Internet and private network security
projects since 1994, when he began work as a consultant to SRI
International and the United States Department of Defense. Since that
time, Mr. Geairn has led or partnered in the application of Internet
communications technology in education, military installations, and
private and public corporations including legal, medical, and
manufacturing entities.

Currently, Mr. Geairn is involved directly with network and mobile
device security and operating system design. The projects he is
working on have created products that are used by top US corporations
and numerous governmental agencies. Mr. Geairn's company, NewView
Consulting LLC, also provides back-office design, programming, and
installation services for secure web sites in the retail and
manufacturing sectors. NewView Consulting is a security partner with
Cisco Systems, Hewlett Packard, and Microsoft. NewView is also a
Microsoft Business Solutions partner, and provides operating system
design and distribution to Original Equipment Manufacturers (OEMs) for
Microsoft Windows CE and Microsoft Windows Embedded products.

In addition to running NewView, Mr. Geairn is an active participant in
numerous volunteer-based groups that monitor and report on Internet
and operating system security issues.
 
Skip Parish is a consultant in high technology and new technology for defense
contractors and former consultant for http://www.darpa.mil/sto/ 
the US Governments think tank for new technology.  He was part of the
first government and civilian uses of online access to information prior
to the widespread use of the internet in the early 1980's.  He has briefed
the US Military on threats and solutions for advanced communications
and security of communications in global financial transactions as well as
advanced technology used in military operations, the "new new" in current technology.. 
He graduated from the University of South Florida with a degree in Government,
 has worked for the Dept of Justice, built computer transaction systems in foreign countries,
and holds patents on computer communications, electro-optical tools used in the military,
and management of large scale communication management of natural disasters.
 
Skip in recent years has been quoted in the NYT and other publications as an expert in
voting technology and has functioned as a computer observer under Florida Law in many elections
finding infractions of the law in use of election devices, undocumented bugs in the software,
and contributed to better procedures and process in the conduct of elections.
 
Over the last 5 months, he researched the functional infrastructure of an online voting system
designed for the US military that conducted a "test" in the last general election sending troop voting
from Japan, Germany and the UK to Florida.  Mr. Parish worked on some of the same communication 
systems used in that test while  a consultant for a global telecommunications .firm
Mr. Parish has concerns that online voting for US Troops while
assisting them to vote faster will compromise their safety and their missions.
