The African nation of Djibouti today suffers under a dictatorship that suppresses political, civil and human rights. This has nurtured repressive values in the society--not least in its treatment of women. For example, most parties prefer traditional court rulings in rape cases, where a peaceful consensus among those involved is valued over the rights of victims. The victim's families are in turn often pressured to go along.
