The pursuit of justice in Guatemala is characterized by inconsistency. While prosecutions have led to advances in justice, many state institutions continue to thwart this progress. The trial, conviction, and subsequent annulment of the verdict against former leader Efrain Rios Montt is the latest, most visible example of this inconsistency. Guatemala must move forward with this trial to show its commitment to justice.
