Pictures:  Pages 1, 2 of a letter from the office of Stanley Fischer, regarding his refusal to enforce the laws of the State of Israel on Bank  HaPoalim, and in practice -- regarding his patronage for the implementation by Israeli banking to the US electronic surveillance in Israel with no basis in the law of the State of Israel or in the law of the United States. The letter concludes: "With all our understanding of the inconvenience and trouble caused to customers due to FATCA, unfortunately, we can not help beyond providing clarifications." [1]

Occupy Tel  Aviv, September 23 -- most Americans and Israelis have not even heard about FATCA (Foreign Account Tax Compliance Act ) -- a relatively new Act of the United States Congress, which has neither been promulgated nor been in force and effect in the United States so far.  The Act requires US citizens abroad to sign a "Waiver of Privacy" to the US government on all their banking activities, and such surveillance is to be executed by foreign banks on behalf of the US government, under threat of retaliation by the US government against foreign banks who would not capitulate. 

Regardless of its euphemistic title, FATCA is part of the global apparatus of electronic surveillance on US citizens and others, led by NSA. [2]
On January 1, 2013, while residing in Jerusalem, and after I refused to sign a "Waiver of Privacy" on my banking activities to the US government, Bank  Hapoalim, BM, an Israeli bank, froze all my bank accounts and left me penniless. 

Conduct of Bank HaPoalim was uniquely lawless: 

* Then and now, FATCA was not and is not in force and effect in the United States, since no regulations have been promulgated so far (and the prospects of promulgation appear steadily shrinking); [3]
* Then and now, FATCA was not and is not a law of the State of Israel, and is not enforceable in the State of Israel, absent any US-Israeli intergovernmental agreement in this matter.
* All actions against me were perpetrated without any legal process either in the US or in Israel. Bank  HaPoalim, BM, refused to issue any paperwork on its unlawful actions against the accounts, and also refused to produce any cash against the funds in the accounts upon demand. Instead, Bank  HaPoalim, BM, repeatedly attempted to extort consent to what the bank fabricated as compliance with FATCA in Israel.  

Regardless of the lawless nature of Bank HaPoalim's conduct, then Governor of Bank of Israel Stanley Fischer provided his patronage to such actions.  Media reports indicate that already a couple of years earlier, Bank of Israel under Stanley Fischer encouraged Israeli banks to implement their own fabricated version of FATCA in Israel in violation of Israeli banking laws and regulations.  

Stanley Fischer also violated Israeli law by refusing to duly register and review my Consumer's Complaint in this matter, which I repeatedly filed with Bank of Israel against the Bank HaPoalim, BM. [4]  Through such conduct, Stanley Fischer effectively established Israeli banks as superior to the law of the State of Israel -- comparable to the status of the banks in the US today. [5] 

And the Supreme Court refused to duly register my Conditional Decree Petition in this matter against Stanley Fischer, in attempt to compel him to perform his duties pursuant to the laws of the State of Israel. [4]  The petition claims that then Governor of Bank of Israel Stanley Fischer exchanged his loyalty to the State of Israel and its laws with loyalty to another nation and its law and/or loyalty to financial institutions and their interests. 

Finally I got my money back only after I asked for protection by the Consul of Germany Federal Republic in Israel! [6] 

The case provides unique documentation: 

* That Governor of Bank of Israel Stanley Fischer acted as a foreign agent on behalf of the US security apparatus and the interests of the international banking cartel;
* That Governor of Bank of Israel Stanley Fischer effectively placed the banks in Israel above the law of the State of Israel; and
* That Israel is today administered as a corporatist province of the United States. 

The case also highlights the role reversal between Germany and the US since World War II; Germany today is a leader of the "Free World", while German media refer to the US as "soft totalitarian regime". 

Finally, it should be noted that following the early departure of Stanley Fischer from his position as Governor of Bank of Israel, Israeli Prime Minister Netanyahu is adamant on finding Fischer's replacement among the same clique -- non-Israeli resident, with history in IMF/World Bank/US banking -- the clique that produced the global financial crisis!
