Why weren't these three reasons good enough to hold impeachment hearings on Bush and Cheney? They too were not going to be removed, but met all three concerns. If they had been impeached and faced a Senate trial, even if they had not been convicted and thrown out of power, it would have deterred both Obama and Trump from violating the Constitution, and we might not be where we are today.
