The President declared a major disaster existed in the State of California and ordered Federal aid to supplement State and local recovery efforts in the area struck by tsunami waves on March 11, 2011. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the tsunami waves in Del Norte and Santa Cruz Counties. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source

The President and First Lady Michelle Obama hosted their third Passover seder at the White House. Source

The President released his 2010 federal income and gift tax returns. He and First Lady Michelle Obama filed their income tax return jointly and reported an adjusted gross income of $1,728,096, most from proceeds derived from sales of the President's books. The Obamas paid $453,770 in total federal tax, and reported donating $245,075 (about 14.2% of their adjusted gross income) to 36 different charities; including a $131,075 contribution to the Fisher House Foundation, which provided humanitarian support to members of the United States Armed Forces and their families. Vice President Joe Biden met at the White House with former South African President Thabo Mbeki, Chairman of the African Union (AU) High-Level Implementation Panel for Sudan, along with fellow panel members, former President of Nigeria Abdulsalami Abubakar, and former President of Burundi Pierre Buyoya. Biden and the delegation committed to continue their work together with the parties to resolve outstanding Comprehensive Peace Agreement issues by July 2011, particularly the issue of Abyei. The Vice President expressed appreciation for the Panel's role in brokering the recent commitment by Sudanese leaders to withdraw Northern and Southern forces from Abyei and underscored the commitment of the United States to coordinate U.S. efforts regarding Sudan with the African Union. Biden expressed great concern that security conditions on the ground in Darfur continued to deteriorate and were further aggravated by restrictions on peacekeepers' and humanitarian workers' access to vulnerable populations. The Vice President underscored the importance of ensuring the establishment of two viable states in Sudan after the South's independence in July 2011 and stressed that a resolution to the situation in Darfur must be part of that process. A Tax Information Exchange Agreement (TIEA) went into effect between the United States and Panama. The TIEA   permited the two countries to improve their tax information exchange transparency networks globally. Source

The President declared a major disaster existed in the State of North Carolina and ordered Federal aid to supplement State and local recovery efforts in the area struck by severe storms, tornadoes, and flooding on April 16, 2011.   Federal funding was made available to affected individuals in the counties of Bertie, Bladen, Cumberland, Halifax, Harnett, Johnston, Lee, Onslow, Wake, and Wilson. Assistance included grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster. Federal funding was also made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis in the counties of Bertie, Bladen, Craven, Cumberland, Currituck, Greene, Halifax, Harnett, Hertford, Hoke, Johnston, Lee, Onslow, Pitt, Robeson, Sampson, Wake, and Wilson for debris removal and emergency protective measures, including direct Federal assistance. United States Secretary of Veterans Affairs Eric K. Shinseki announced the launch of the PTSD Coach -- the first in a suite of jointly developed mobile smartphone applications for mental health. Source

 

Day820/Apr20th/Wednesday: The President traveled to Palo Alto, California, where he participated in a Shared Responsibility and Shared Prosperity town hall hosted by the Internet social media site Facebook to discuss his vision for bringing down the deficit of the United States. Transcript Video

The President, in a released statement , observed the first anniversary of the BP Deepwater Horizon oil spill, declaring, " Today, we remember the eleven lives lost as a result of this tragic event and thank the thousands of responders who worked to mitigate this disaster. But we also keep a watchful eye on the continuing and important work required to ensure that the Gulf Coast recovers stronger than before ."

The President spoke by telephone with British Prime Minister David Cameron , both agreeing that (United Nations) U.N. Security Council resolutions on Libya must be fully implemented; that, in addition to increasing military pressure and protecting civilians through the coalition operation lead by the North American Treaty Organization (NATO), increased diplomatic and economic pressure on the Muammar Gaddafi regime to cease attacks on civilians and comply with UN Security Council resolutions was needed. The two leaders noted the international consensus achieved at the prior week's Contact Group meeting in Doha and the NATO Foreign Ministerial in Berlin, both of which emphasized the need for Qadhafi to leave power.
