The President declared an emergency existed in the State of Alabama and ordered Federal aid to supplement State and local response efforts in the area struck by severe storms, tornadoes, and straight-line winds beginning on April 27, 2011, and continuing, authorizing the United States Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts for the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in all 67 counties in the State of Alabama. Specifically, FEMA was authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Emergency protective measures, limited to direct Federal assistance, was provided at 75 percent Federal funding. Source

The President, in a released statement , extended --deepest condolences to the families of those who lost their lives because of the tornadoes that have swept through Alabama and the southeastern United States". I just spoke to Governor Bentley and told him that I have ordered the Federal Government to move quickly in our response and informed him that I approved his request for emergency Federal assistance, including search and rescue assets. While we may not know the extent of the damage for days, we will continue to monitor these severe storms across the country and stand ready to continue to help the people of Alabama and all citizens affected by these storms." The President issued an Executive Order, directing agencies of the Federal Government to, within 180 days, -- develop, in consultation with the Office of Management and Budget (OMB), a Customer Service Plan (plan) to address how the agency will provide services in a manner that seeks to streamline service delivery and improve the experience of its customers. As used in this order, the term "customer" refers to any individual or to any entity, including a business, tribal, State or local government, or other agency, to which the agency directly provides significant services ."

The Obama Adminitration released   a national clean water framework (pdf) of its comprehensive commitment to ensuring clean water and healthy waterways for American families, American communities, and the American economy. Source

The President announced from the East Room of the White House U.S. Central Intelligence Agency (CIA) Director Leon Panetta would become United States Secretary of Defense when current Defense Secretary Robert Gates stepped down; that David Petraeus would retire from the United States Army to become the next CIA director, effective early September 2011, pending Senate confirmation; and that Lieutenant General John R. Allen would be nominated to succeed General Petraeus as Commander of the International Security Assistance Force. Source Video

The President declared a major disaster existed in the State of Alabama and ordered Federal aid to supplement State and local recovery efforts in the area struck by severe storms, tornadoes, straight-line winds, and flooding beginning on April 15, 2011, and continuing. Federal funding was made available to affected individuals in the counties of Cullman, DeKalb, Franklin, Jefferson, Lawrence, Marshall, Tuscaloosa, and Walker Counties, including grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster. Federal funding was also made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis in all 67 counties in the State for debris removal and emergency protective measures, including direct Federal assistance. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source

The President named 85 mathematics and science teachers as recipients of the prestigious Presidential Award for Excellence in Mathematics and Science Teaching. The educators would receive their awards in Washington, D.C. later in 2011. List of Award Winners

U.S. District Court Emmet G. Sullivan approved the $ 760 million settlement reached by the United States Department of Agriculture and the Department of Justice with the plaintiffs in the Keepseagle class action lawsuit. Source
