The government of
George W. Bush clearly has "fallen," in the classic parliamentary sense.
President Bush is the lamest of ducks, he is in Richard Nixon territory. But
our presidential system does not have a mechanism to grapple with a
situation when an incumbent becomes so unpopular, since the next
presidential election is on a fixed schedule and is still over 16 months
away.

The author of the review, George Scialabba,did one of their book roundups, called "Eight Books on American Democracy,"where he discussed various books.It was called"the most useful of these books; its recommendations...invariably hit the mark;""Hill's book is a nobrainer..."
