Taking public controls off of private capital set the stage for the wealthiest one per cent in American society to amass enormous personal wealth and use that wealth to lobby and legislate the radical redistribution upward of wealth and income over the next thirty years.  It is this ideal of deregulation that Eli Broad holds up as a metaphor for public education. The only way to do that is to hand over public institutions to the private sector. As is being seen with the unfolding disaster of school closures, applying private sector methods to public institutions ignores economic and social reality.
