"During the Clinton administration, Congress enacted a program called EB-5, which promised green cards to foreign investors who put their money into job-creating projects. One of those designated projects for foreign investors was charter schools. Give a lot of money, invest in charter school construction, get a green card. The middle-men quickly figured out how to make this exchange pay off in profits. Example: a charter school in North Carolina that won $3 million from foreign investors (six green cards), but has accumulated staggering debt."
