Does this project have any precautionary mechanisms? Will it be tested for its biological effects before it's installed globally? Who will conduct such tests? Will Google and Facebook hire the testers?

If people observe health or environmental problems in their area once the project is installed, with whom do they register complaints?

If harm results from its installation, what steps will be taken?
