One of the best articles I've read on how the property tax exemptions shift wealth from the poor and middle class to the wealthy. The city is losing billions per year, and the law may prevent them from doing anything about it, even while the corrupt lawmakers are hauled off to jail.
The decades-old byzantine property class system compounds the inequity and turns Manhattan in a nearly tax-free Plutocrat's playground.
