-make loans to people directly or let banks process the loans, but keep the connection direct between the people and the bank, so, if there's a loan, the government has the asset.
-investigate what the banks are doing with 7 million foreclosed homes. If they average $200,000 each-- probably a low estimate-- then we're talking $1.4 trillion in homes. If the banks aren't selling them then they probably haven't written their values down. That suggests that they may be sitting on massive losses that they've not reported. That would make them a lot weaker.
Mike Whitney has it right with his final conclusion. " The whole system is a joke."
Problem is, the jokes on us.
