In the space of about the last ten years, the perception of the USA seems to be in a shift from: somewhat honest-broker on West Asia (wrongly known as the Middle-East) and African affairs to that of brutal, capricious, dishonest, and desperate empire that has abandoned all else in favor of military force.
In brief, America has given laissez-faire capitalism a bad reputation. Many who previously looked to America for economic and social guidance now prefer to look at other models. As for America's foreign policy, it appears to follow the Genghis Khan model. And many American believe that foreigners "don't understand them" or are "jealous of their way of life or their freedom", while Western countries drop bombs and kill their citizens.
The three former presidents attending Biden's swearing in might be an insurance that they would not be prosecuted for War Crimes which were committed under their leadership. Power of presidential pardon has been abused for criminals who have spied for foreign entities.
