---Having the oversight staff reduced when the cold war ended as we down-shifted militarily sounds logical indeed. But then, the staff was chopped again as we up-shifted for the Iraq war. There the logic vanishes, especially with the huge increase in contractor awards related to the war crying out for a staff increase. Worse, now the staff is about to be chopped again.
It's very difficult to find any rational for cutting the oversight staffing at this time -- especially as out-sourcing skyrockets with all the associated fraud -- other than that the Bush administration either doesn't care about the fraud or wants it to continue. We can only guess about what these people are thinking. Perhaps we could have a contest. Try to think of a reason why they are doing what they are doing that doesn't have the potential for jail time.
