But they have spent millions of dollars hiring the most brilliant minds they can buy, to carefully plot their tactics and strategies for global dominance. Operation Northwoods was a conspiracy, carefully planned, written down, and signed off on by the entire Joint Chiefs of Staff. The Project for a New American Century was a conspiracy. Carefully planned, written down, and signed off on by some of the President's top advisors. Whether or not 9/11 was their plan carried out, has yet to be proven conclusively, and that could only be done by a full and impartial investigation. But it is no theory that the conspiracy to do something like that existed prior to 9/11. They wrote it down and signed it. No further proof is needed.
