Should levels reach 35% unemployment there would definitely be much more civil unrest and anti-government sentiment would increase. Yet, there is little data to suggest that this would result in a toppling of the government, at least in the near term. Long range effects may change that, but the data is not clear on that aspect at all.
Finally, catastrophic unemployment of 70% or more would definitely lead to nationwide turmoil. Regime change is very likely and nothing short of a fully despotic, totalitarian government could long survive. The historical cases are there and their varying impacts are well known. For the time being, the US government has little to fear from increasing unemployment, at least in the near term. Nevertheless, should the situation become catastrophic, the end of America would become a fait accompli.
