John Brennan , Assistant to the President for Homeland Security and Counterterrorism presented President Obama's National Strategy for Counterterrorism at SAIS named "Ensuring al-Qa'ida's Demise".

The United States Commerce Department's U.S. Census Bureau announced the first realignment of its national field office structure in 50 years and management reforms to improve efficiency, reduce costs and enhance data quality. The changes would take place gradually over 18 months and reduce the number of regional offices from 12 to six, saving an estimated $15 million to $18 million annually beginning in 2014. Source

The United States Justice Department instructed the head of the Drug Enforcement Administration (DEA) and leading officials in the U.S. Attorneys Office to treat medical marijuana shops as top priorities for prosecutors and drug investigators, declaring in a memo: "Persons who are in the business of cultivating, selling or distributing marijuana, and those who knowingly facilitate such activities, are in violation of the Controlled Substances Act, regardless of state law." The President declared an emergency existed in the State of Missouri and ordered Federal aid to supplement State and local response efforts in the area struck by flooding beginning on June 1, 2011, and continuing, authorizing the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in the counties of Andrew, Atchison, Boone, Buchanan, Callaway, Carroll, Chariton, Clark, Clay, Cole, Cooper, Franklin, Gasconade, Holt, Howard, Jackson, Lafayette, Lewis, Moniteau, Montgomery, Osage, Platte, Ray, Saline, St. Charles, St. Louis, and Warren and the Independent City of St. Louis. Specifically, FEMA was authorized to identify, mobilize, and provide, at its discretion, equipment and resources necessary to alleviate the impacts of the emergency. Emergency protective measures, limited to direct Federal assistance was also made available at 75 percent Federal funding.   Source
