How Both Parties Destroyed America's Democracy

Both parties' humiliating truth is that they cannot easily undo what they have already unconstitutionally done. That is, end the economy's low unemployment and high inflation rates when they have already unconstitutionally replaced our Forefather's U.S. democracy with their 1800's era spoils system. How else do both parties explain their 44-year/$30+ trillion debt spike, from a 1978/$789 billion low to its current $31+ trillion total, other than their gross mismanagement of the American people's tax dollars, aka corruption? The challenge now is to expose what did happen and create the checks/balances needed to end these untenable debt increases and resultant high inflation rates or the U.S. government's collapse is not a question of if, but when!

Both parties' other awkward truth is that they secretly changed our Forefather's non-partisan/qualified government service (GS) civil servant executive branch to partisan/unqualified and their hordes of politically-connected contractors to rubberstamp the procurement of their harmful/valueless corporate goods/services. Then, both parties redistributed the American people's wasted tax dollars ($30+ trillion, so far) back to themselves and their contractors under the pretense of a strong economy, a recession, and soon to be major depression. That is also why the American people's demands are needed now to force both parties to end these untenable debt increases through major civil service reform.

The American people are still unaware of both parties' internal threats to their democracy because both parties abused their secrecy policies to hide their lawless acts. 3 examples include their secrecy abuses involving the Espionage Act,state secrets privilege, and confidential business information policies. Both parties' other undemocratic travesties include providing Wikipedia with inaccurate information to hide how they unconstitutionally changed our Forefather's democracy into their 1800's era spoils system, now devoid of all checks/balances. Examples include the 4 below inaccurate internet links (USCSC, Nixon-era Malek Manual, 1978 CSRA, Ernie Fitzgerald); these links also include page numbers to explain why that information is inaccurate.

The remainder of this article explains how our Forefather's democracy was legally required to operate, its downward spiral, and a path forward to create a better and stronger democracy, this time with real checks/balances.

Congress' 1883 Pendleton Act provided the first check/balance upon which our Forefather's democracy is based. That was their creation of its merit-based GS non-partisan/qualified civil servant executive branch that educated each new President and their one level of political appointees regarding what was and what was not: (a) legal/Constitutional, and (b) technically feasible to prevent the waste, fraud, and abuse of the American people's tax dollars. The 2nd check/balance was the creation of the U.S. Civil Servant Commission (USCSC) and key to protecting the executive branches' GS non-partisan/qualified civil servant whistleblowers from the political whims of each President because the USCSC was not under the President's control (executive branch). This single check/balance was also key to ensuring the integrity, credibility, and the sustainability of our Forefather's U.S. democracy.

But, as far back as President's Kennedy, Johnson, and Nixon, both parties were becoming increasingly irritated with whistleblowers and their interference with each President's ability to implement their political agendas, per a Nixon-era Malek Manual/page 1, that also details how to eliminate whistleblowers. But then, 2 consecutive whistleblower cases did not just rightfully expose President Nixon's lawless acts but heightened both parties' President's political agenda concerns. First, there was Daniel Ellsberg and his Pentagon Papers that led to President Nixon's August 1974 demise. Then, after President Nixon had Ernie Fitzgerald/ page 2, an Air Force civil servant whistleblower, fired for exposing a $2.3 billion in cost overrun, Mr. Fitzgerald appealed his case to the USCSC, and won his case against the President of the United States.

These 2 whistleblower success stories led to an illicit liaison between Congress and the last 7 Presidents (Reagan - Biden) where they jointly planned to implement each President's political agendas, no matter the law or the Constitution. Congress led this effort with its 1978 Civil Service Reform Act (CSRA)/page 2 that was marketed as "bringing efficiency/accountability to the federal government" with a more nefarious intent. That was to permanently eliminate their whistleblower problem by dividing the USCSC's duties/page 2 between 4 executive branch entities that were now under President's control and then jointly decimated by Congress and the last 7 Presidents (Reagan - Biden), per the next paragraph.

Congress defunded its newly created Merit Systems Protection Board and then looked the other way while all 7 presidents decimated the remaining 3 executive branch entities, as follows: (1) Office of Personnel Management (OPM) by deleting the minimum college degree requirement from the professional position standards for electrical engineer,accountant, auditor, information technology (IT) civil servants, and others. (2) Office of Special Counsel (OSC) by either ignoring/trashing the whistleblower cases against those presidents. (3) Federal Labor Relations Authority (FLRA) by violating the legal FLRA rights of federal unions and civil servants, by President Ronald Reagan when he fired striking air traffic controllers, and by later presidents, as well. Then, America's politicians continued their lies, 1978 CSRA link/page 3, by falsely claiming that "blowing the whistle" had no repercussions and promoted government efficiency.

During this 44-year time frame, civil servant/contractor whistleblowers were faced with 2 bad options. Implement both parties' deregulation, privatization, and outsourcing of Congress' lawmaking duties to lobbyists and the President's executive branch duties to contractors (now federal managers) and your career skyrocketed. Or, rightfully question both parties' lawless acts and you were retaliated against, demoted, or fired, with one major problem for Congress and those last 7 Presidents. Congress' 2 civil service reforms (1883 Pendleton Act / 1978 CSRA) and its 1989 Whistleblower Protection Act legally protected whistleblowers, also the most basic precept upon which our Forefather's U.S. democracy is based.

But, in 2005, the illicit attacks on whistleblowers were so bad that over 100 civil servant/contractor whistleblowers joined forces and met in Washington D.C. to lobby Congress to enforce its 3 whistleblower protection laws. They also met annually over the next 5 years to share their stories among themselves and with members of Congress in a futile attempt to have both parties uphold their oaths of office, and the U.S. Constitution. But, Congress not only (no longer) enforced its own laws but added 2 more-levels of political appointees (discussed later), in addition to the 1883 Pendleton Act's one level of political appointees, to now replace those whistleblowers with more politically astute (partisan/unqualified) civil servants.

9 FDA scientist whistleblowers said it best in a letter to President Obama claiming corruption within the FDA where their honest (non-partisan and qualified) civil servants now feared their dishonest (partisan and unqualified) civil servants, that he ignored, as did President's Trump and Biden. The fallout from both parties' 44-years of lies/cover-ups also led to their creation of 3 politicized and no longer functional government branches, as follows: (1) Congress/their lobbyists write politically/corporately-friendly laws to enrich themselves and their politically-connected contractors. (2) 7 Presidents created today's partisan/unqualified civil servant executive branch that now rubberstamps all levels of both parties' misinformation and blatant corruption. (3) An also politically/corporately controlled judicial branches' U.S. Supreme Court (Citizens United decision) now even covers-up each President's questionable/lawless acts, like hiding President George W. Bush's FBI national security blunders.

This is also why the Restructuring the U.S. Government (RUSG) website was created and includes 49 whistleblower short stories, from those 5 years of shared stories along with other sources, to illustrate just how corrupt/unsustainable the U.S. government has now become, and how Congress and 7 Presidents did: (1) politicize/undermine 27 (and all) executive branch entities, (2) abused their secrecy policies to hide their lawless acts, and (3) wasted $30+ trillion of their citizen's tax dollars to use their own money to undermine every facet of their lives. It is also important to note that these RUSG's whistleblowers include varied technical disciplines, scientists, doctors, engineers, lawyers, accountants, auditors, contract specialists, and others, also an invaluable resource for recreating a cost-effective democracy, this time with real checks/balance. This technical expertise is especially important now, given the absence of a constitutionally required non-partisan/qualified GS civil servant executive branch.

Whether the U.S. government collapses, survives, or even thrives again now depends upon the American people's demands to replace its 2 top/down/repressive civil service reforms with a 3rd civil service reform that is a bottoms/up democratic business model (DBM) that: (1) recreates a non-partisan/qualified GS civil servant executive branch, and (2) uses that newly recreated GS civil servant executive branch to now speak truth to power and to depoliticize 3 no longer functional government branches. How? Openly question Congress' laws, the President's/their political appointee's actions, and the judicial branches' actions that impede their ability to protect/defend the Constitution, their citizen's rights/ best interests, and prevent the wanton waste of their citizen's tax dollars.

Give this illicit liaison between Congress/7 Presidents, and just how rigged the U.S. government has become, an accountant whistleblower identified 25 citizen-based government reforms (CBGRs) as necessary to creating the money (audit) trails needed to identify how each President spends each federal budget. This information is also discussed in the RUSG website. His intention was to share that information with those other named technical whistleblowers as a necessary 1st step to recreating the technical qualifications for the executive branches' GS civil servants, that had once existed (pre 1978 CSRA) and before they were eliminated by the last 7 Presidents to create their 1800's unconstitutional spoils system.
