Should Known Sociopaths Be Banned?

If it becomes known that a person is a sociopath or psychopath-- a predator without conscience, who uses and abuses others, often by luring them into trusting friendships-- should that person be banned from this website, or the church or temple you belong to, or a business, by the employer?
It's not easy to identify these people, but if one admits it or it becomes clear that they have several of the characteristics-- lying, deceit, hurtful behavior, bullying, harassment-- should they be banned?
If it becomes known that a person  is a psychopath or sociopath, should decision makers have the right to say "no, we don't want you here," be it a website, a house of prayer, an advocacy organization or a business?
If you think they should be banned, or that people should be able to refuse to allow their participation, answer yes. 
If you have doubts, answer not sure. 
If you think known sociopaths should be allowed to stay, vote no.
Granted, it is difficult to know a person is a sociopath. But if the fact was known, would you want to allow that person on a site or in a group or business you regularly participated or worked in?  I'm not asking if this is within existing law. I'm asking how you think this should  be handled.
