As Jim Jatras explains, it's NOT a filibuster, and hasn't been for decades. Instead, Senate Rule XXII empowers a "lazy man's filibuster," which permits the minority to block business without actually having to expend energy on floor debate, Mr.-Smith-Goes-to-Washington style. It's time to revive the classic Senate tradition that allows unlimited debate with an eventual majoritarian vote.
