Where did the authority to permit Americans to surveil all life forms on earth come from?
On 4/7/1981, Ronald Reagan signed E O 12333. It strengthened the powers of US intelligence agencies. It directed them to co-operate fully with CIA surveillance. On 8/27/2004, it was amended by E O 13355 & on 7/30/2008, Bush II issued E O 13470, amending E O 12333 to strengthen the role of the Director of National Intelligence.
