Is there no leadership anywhere, among Republicans and Democrats, nor even among a group of reasonable economists, foundations or commentators?

Either Trump himself, or a group of high-ranking Democrats might offer to Trump personally, at an extremely secret meeting, the following. Trump shows some leadership by declaring "We need to move forward and break the stalemate over health care insurance for Americans. I've said that the House bill is too mean. It also has no bipartisan support. So I'm placing a limit for now on cuts to finance change. I will veto any health care replacement bill that cuts more than, say, $200 billion ($300 billion) out of support for Obamacare. Also, I support reasonable changes to promote competition to lower the price of new prescription medications and cure the shortage of physicians that contributes to high prices."

In exchange the Democrats secretly pledge, if such a bill comes forward, to provide at least a few votes and leave Trump, at most, censured by the Senate, not impeached. The Republicans can say we repealed Obamacare and the Democrats can say Obamacare survives.

The $200 - $300 billion gap can be saved by pro-competition measures like foreign drug importation, reducing patent protection length, disallowing some drug advertising expenses, and admitting of some skilled foreign physicians to at least temporary U.S. practice to receive Medicare-Medicaid payments.
