Earlier 2009 California State budget battles created aÂ singular opportunity, for the Democrats, to discard Governor Arnold Schwarzenegger's latest budget and send him their own, so as to negotiate from strength rather than weakness. They did not, but, as Assembly Majority Leader Alberto Torrico explains, the July 2009 California State budget did not have to be.
