The design and execution of covert state terrorism, occasionally calling for human sacrifice, may be a permanent feature of liberal democratic rule, because in a liberal democracy rulers seek public legitimacy for their policies. The Hegelian model provides an optimal method to secretly generate public approval for, or acquiescence to, policies that could not be pursued except after a traumatic event.
