Some people believe there is no way to deal with hostile or disagreeable regimes other than through aggression, or through bypassing official channels altogether and hoping for a bottom-up approach (I have argued for that myself, with respect to Israel). But China shows even a huge bureaucracy can find another way, a way that does not involve killing and destruction and sowing more hatred in a whack-a-mole fashion. We need to get a clue.

* The U.S. is ranked second only to tiny Seychelles, in this survey of prison populations, but that doesn't count the high number of juvenile offenders locked up and counted outside the adult statistics, which other countries count together. China's stats are muddied by re-education camps and separate statistics for Hong Kong and Macau, but no matter how you add it up, China incarcerates fewer people per capita and for shorter periods, than the U.S.
