Ambassador Matlock claims, "Ukraine is a state, but not a nation," and has yet, after 22 years of independence, to find "a leader who can unite its citizens in a shared concept of Ukrainian identity." It's an extremely important matter of seemingly little concern to politicians and pundits in the U.S. and the EU who spout nonsense about democracy. But, as President Putin has demonstrated in the Crimea, it's a matter of great concern to Russia.
