What is there to negotiate?

That "cash" was Iran's money, plus interest, which a small portion of it was returned from U.S. banks where it had been "frozen" since sanctions were imposed as early as 1979. Illegal sanctions should be lifted which have made life difficult for many people especially children, elderly and ill patients.
