If those non-traditional and other traditional funding mechanisms fail to raise sufficient revenues to field 21 million AWSC volunteers over the next 27 years to stem the Critical Mass massing on our horizon, then PLl's proposed Fair Tax Bracket Reinstitution Act (FTBRA) proposes funding the program's remaining revenue needs from the same uber-rich, whose wealth has mushroomed over the last generation.
