Day660/Nov15th/Monday: The President transmitted to the United States Senate for its ratification: the Protocol Amending the Convention between the Government of the United States of America and the Government of the Grand Duchy of Luxembourg for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with Respect to Taxes on Income and Capital, signed on May 20, 2009, at Luxembourg (the "proposed Protocol") and a related agreement effected by the exchange of notes also signed on May 20, 2009, along with the report of the Department of State, which included an Overview of the proposed Protocol and related agreement. Timothy J. Feighery , of New York, to be Chairman of the Foreign Claims Settlement Commission of the United States for a term expiring September 30, 2012 Bio

Frances M.D. Gulland , of California, to be a Member of the Marine Mammal Commission for a term expiring May 13, 2012 Bio

Roberto R. Herencia , of Illinois, to be a Member of the Board of Directors of the Overseas Private Investment Corporation for a term expiring December 17, 2012 Bio
