allows military and overseas voters to return their completed ballots
by email over the Internet.Several states are now considering
legislation to allow some form of Internet voting or to authorize its

PA already has 2 important LAWS which should be the 1st line of decision making and protection for voting rights.Put the two laws together,it seems clear that if a single machine break-down disrupts order by costing voters to leave or undue burden of long lines to form,the elec.judge should immediately act to request in accordance with sworn duty and the above statute that emergency paper ballots be permitted to citizens.

Pennsylvania's Secretary of State has just issued a non-binding
directive requiring that emergency paper ballots be issued only if ALL
machines in a precinct malfunction. But the state already has a law
which allows ( but does not require) paper ballots if just one machine
per precinct malfunctions. In addition, PA has a directive allowing
electronic votes to be destroyed if the "record" button is not pushed.
