Efficiency is a Problem: Irrational Use of Medicines Affordable Care Act does provide validation of CER that enhances its influence. The provision states that evidence or findings from CER shall not be used to determine coverage, reimbursement, or incentive programs. Comparative Effectiveness Research helps to provide evidence of an intervention’s value in that prescription with cost considerations and address whether it improves clinical outcome in a cost-effective manner.
