They can release millions for Tamiflu and other brands of hardly useful vaccines they conveniently have handy (and close to expiry), but they cannot or do NOT want to buy some lab equipment, to do a thorough job of testing samples.
While the equipment may be specialised, it is NOT that special, that there are none available for sale.
