Several ethnic leaders think that if not for the historic Panglong Agreement there would not have been the Union of Burma. The said Panglong Agreement between the non-Burman leaders and the Independence Leader General Aung San was the foundation of Union of Burma.

If General Aung San did not promise equal opportunity and self-determination, the country might never have been founded under the title of the Union of Burma. The Panglong agreement was aimed at setting up a federal union on the foundation of equality and autonomy for every ethnic nationality.

Thus, several ethnic armed groups have already decided to defend their basic rights - freedom, justice and equality - by holding their guns. If President Thein Sein took no notice of addressing this subtle political topic via practical political dialogue, his dreams of comprehensive reform process along with poverty alleviation may have little hope to be materialized.
