This is already the second go-around for the State Department on the XL Pipeline, and the present report deceives in the same direction as the earlier version did: namely, so as to provide "reasons" for the President to authorize the pipeline to be constructed.
Secretary of State John Kerry has not yet commented upon the report. The decision whether or not to approve the pipeline will not rest with him but with the President alone. However, if Secretary Kerry were to repudiate the study, then that could change the dynamics of President Obama's ultimate decision, which is expected to be made by him within a month or so.
