What should be clear now is that the choice of the default assignment can make a world of difference. But in that connection it is worth noting that none of the voters were forced to take advantage of the default assignment; they could take charge and control which of the three values to assign for each candidate, but in practice that is unlikely, particularly if there are many candidates. Often, voters will just assume that something reasonable will happen when they skip over one or another candidate. By standardizing on 0 being the default assignment, voters are better able to understand what will happen and they are more likely to agree with how their ballot is interpreted.
