In accordance with (a) (1), developing "strategies" seems to already have been determined by someone, something or other, elsewhere, or perhaps developing strategies is an ongoing process or simply a step that is being carried out in the incorrect order from those which follow below. It is in the interest of "Americans" and the interest to other human beings within the United States that the Department of Justice perform an assessment of whether a problem exists in so far as it is to be deemed necessary for enforcement officers to be in need of enhanced safety and protection from Americans.
Mr. Trump:
(c) pursue appropriate legislation, consistent with the Constitution's regime of limited and enumerated Federal powers, that will define new Federal crimes, and increase penalties for existing Federal crimes, in order to prevent violence against Federal, State, tribal, and local law enforcement officers.

The people shall at all times maintain all human rights unto themselves to determine the appropriate enforcement of the law and prescriptions for violations thereof. As this EO seeks to expand the protection and safety of law enforcement officers the people reserve rights to themselves having given their consent to be govern that are superior to law enforcement officers at any level of authority in the US including undertaking those extrajudicial means it finds necessary to correct deficiencies in the government's lack of equanimous enhancement and protection of its people.
Mr. Trump:
Sec. 2. Implementation. In furtherance of the policy set forth in section 1 of this order, the Attorney General shall:
(a) develop a strategy for the Department's use of existing Federal laws to prosecute individuals who commit or attempt to commit crimes of violence against Federal, State, tribal, and local law enforcement officers;

While it is the duty and responsibility of those who swear and give an oath that they recognize the people as the source of all power assigned to the government who they represent this allegiance shall not be considered a right to intimidate or otherwise bind the peoples hands to reject and overthrow injustice. Laws are expected to be coordinated so that they are consistent and meet requirements for their existence consistent with the people's wishes. The consent of the govern is not to be threatened by government, its officers or agents with regard to how the people may enhance their own safety and protection. With respect to the people's right to dissent and present demands to redress grievances and injustices they people shall forever have the right to dismantle a government and dispose of its agents during the course for which consent to govern has been withdrawn.
