Mr. Trump:
(b) coordinate with State, tribal, and local governments, and with law enforcement agencies at all levels, including other Federal agencies, in prosecuting crimes of violence against Federal, State, tribal, and local law enforcement officers in order to advance adequate multi-jurisdiction prosecution efforts;
(c) review existing Federal laws to determine whether those laws are adequate to address the protection and safety of Federal, State, tribal, and local law enforcement officers;

A review under Section 1. Policy, of this EO would have firmly placed the horse in front of the cart rather than the other way round. Furthermore, prior to undertaking such a review a public comment period of sufficient notification and duration including the Executive's reasons for undertaking such a review should have been made public as part of the public notice and comment. The order of action under this EO perhaps unintentionally, nevertheless reveals a disregard by the Executive Office of the President of the United States for the right of the people to give their consent about how they wish to be governed in regards to efforts to enhance and protect not only law enforcement officers but the people themselves.
Mr. Trump:
(d) following that review, and in coordination with other Federal agencies, as appropriate, make recommendations to the President for legislation to address the protection and safety of Federal, State, tribal, and local law enforcement officers, including, if warranted, legislation defining new crimes of violence and establishing new mandatory minimum sentences for existing crimes of violence against Federal, State, tribal, and local law enforcement officers, as well as for related crimes;

First and foremost, Mr. President, Americans maintain the right to withhold consent from any US government or its jurisdictions. Without the government exercising constraint in its justification under this EO in "defining new crimes", and the absence of a minimum courtesy of due process that has been extended to the people of the United States, it may appear to some that members within the government have already made up its mind about certain aspects of the legislation that it will present to Congress. The people in kind having been disrespected is now made aware through this EO that its government has initiated a dangerous course of action that may ultimately lead to the dissolution of this government if and when the Congress or the Executive branch fullfills its obligation to this EO.
The people do not exist for the Congress or Executive or Judicial branches to threaten them or undertake hostilities against them, in the exercise of their human rights. It must be clear to those of opposite opionion that if there are to be any threats concerning how the people are to be governed the threats emanate from the people so that their consent to be governed is represented through a harmonious protection of the health, education and welfare of "Americans".
