If you begin to read more of Heritage's recent backgrounders on health care, you see they are all along the same lines. They're what I call "talking point salad bars," meaning they sort of sound substantive, and they're full of solemn pronouncement about effectiveness and fiscal responsibility, but there's no actual policy proposal in them. They're nothing but unsupported assumptions and fallback on the same old zombie ideas -- cut taxes, deregulate, and rely on free markets.
